Professional Experience
Began employment with the Internal Revenue Service as a Revenue Officer in 1969. Promoted to GS-12 in 1976. Served as Chief of the Jacksonville Collection Office Branch Function for 19 months. Promoted to Staff Assistant to the Chief of Collection for 6 months. Appointed first IRS Problem Resolution Officer for the state of Florida and managed that program for 31 months. Promoted to Senior Collection Group Manager in the Jacksonville District office and served 2 years in that position. Reassigned, at personal request, to the Daytona Beach IRS Post of Duty in June 1983. Retired December 31, 1997 with almost 31 years of service.
Summary of Qualifications
Lead Instructor for every phase of basic and advanced revenue officer training. Primary Instructor for Offer in Compromise training in Central Florida. 30 months field experience as an Offer Examiner. Instructor for Employment Tax Examination, with 18 months field experience as a Revenue Officer Examiner. Primary Suit Recommendation Specialist for the Jacksonville District for 3 separate years. Extensive experience with Trust Fund Recovery Penalties, proposed Transferee Actions (statutory and at law). Prior to retirement Integrated Collection Systems Instructor to both Special Procedures Function and the Quality Assurance Staff Advisors/Reviewers.
Leader in the National Treasury Employees Union since 1988. President of Chapter 84 (Central Florida) for the last six years before retirement. Primary negotiator for Higher Graded Duties for the entire North Florida District, resulting in over $400,000.00 in awards to employees. District negotiator for Credit-time, Flexi-place and JCS Furniture and Equipment agreements. Key Partner in North Florida District Partnership Council (District Director’s Staff and NTEU Leadership). NTEU member on North Florida Compliance Council. NTEU representative to the District Fiscal Committee.
